Ветеран Владимир Карташев поступил на военную службу добровольцем в 16 лет в годы Великой Отечественной войны. Владимир Максимович пошёл школу сержантского состава и в марте 1944 года стал командиром орудия зенитной артиллерийской батарей ПВО ТОФ. Служил в рядах Тихоокеанского флота более 30 лет. Уволился в запас в звании полковника. Награждён орденом Отечественной войны II степени, медалями «За победу над Японией», «За боевые заслуги».
