Но этого явно недостаточно, а самостоятельное применение "частниками" пулеметных, ракетно-пушечных и тем более зенитно-ракетных систем ПВО государство однозначно не допустит.
Более жизнеспособные варианты решения проблемы - создание под контролем государства ЧВК ПВО (крайне маловероятный) и вполне реализуемый - закупка или аренда предприятиями ЗРПК или ЗРК и откомандирование подразделений Минобороны для их эксплуатации. При правильной организации создать такую систему вполне возможно. Более того, можно организовать ротацию расчетов ПВО с передовой на тыловые объекты, тем самым обеспечив отдых и даже поощрение специалистов на передовой, а также эффективный обмен опытом.
Нужно сосредоточиться на системном решении, ведь полумеры не будут эффективными...
