Во-вторых, прошло уже три недели с последнего снегопада, дороги не убраны, образовался уже ледяной накат и ледяная колея на дорогах, тротуары для тех же «инвалидов» не очищены. Снежные горы на светофорах и на пешеходных переходах.
Всё это делает невозможным или крайне затруднительным передвижение любых людей по улицам, как «людей с ограниченными возможностями», так и с неограниченными.
