Чиновничий отчёт, когда процесс важнее результата - курам на смех. А раз заговорили про кур, то, помнится, руководитель одной из поволжских птицефабрик как-то спросил: "Почему г. Мышкин можно не иметь ОС, а мне нужно перерабатывать помёт?"
