Это (как я поняла), те россияне, которые уехали из России и которым «за Россию стыдно»; ну эти покаяния, стояния на коленях и «я никогда не вернусь туда, потому что я не могу…(далее подставить свое)…», обязательно драматически и на разрыв (аорты).
