He did, however, walk back this plan when it became clear that they had also become a vital communications tool for Ukrainian officials and citizens to help coordinate their resistance and evacuations. All three indexes began the day with gains before selling off. They now run it from Dubai, and Pavel Durov says it has more than 500 million monthly active users.
