Руководят организацией скрывшиеся за границей так называемые лидеры национал-сепаратистских движений. Своей задачей они видят разделение Российской Федерации на отдельные государства, подчиненные влиянию недружественных стран.
В качестве методов достижения целей Форум использует призывы к участию в боевых действиях на стороне вооруженных сил Украины, совершению терактов и диверсий, содействию террористической деятельности.

Multiple pro-Kremlin media figures circulated the post's false claims, including prominent Russian journalist Vladimir Soloviev and the state-controlled Russian outlet RT, according to the DFR Lab's report. Such instructions could actually endanger people — citizens receive air strike warnings via smartphone alerts.
