In the United States, Telegram's lower public profile has helped it mostly avoid high level scrutiny from Congress, but it has not gone unnoticed. In 2018, Russia banned Telegram although it reversed the prohibition two years later. After fleeing Russia, the brothers founded Telegram as a way to communicate outside the Kremlin's orbit. They now run it from Dubai, and Pavel Durov says it has more than 500 million monthly active users. The Russian invasion of Ukraine has been a driving force in markets for the past few weeks. For example, WhatsApp restricted the number of times a user could forward something, and developed automated systems that detect and flag objectionable content.
