Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. Members of the public who suspect that they have been approached by unauthorised firms or individuals offering schemes that promise unrealistic returns In addition, Telegram's architecture limits the ability to slow the spread of false information: the lack of a central public feed, and the fact that comments are easily disabled in channels, reduce the space for public pushback.
