Самарканде Узбекской республики на базе Орловского, Гомельского пехотных училищ и других призывных контингентов Узбекской, Казахской, Туркменской и Таджикской республик. 17 ноября 1941 года командование бригадой принял подполковник Матвей Прокопьевич Кононенко. Комиссар бригады - политрук Иващук, начальник штаба - майор В.Г. Засеев.
