Its influence extends beyond the platform, with major Russian publications, government officials, and journalists citing the page's posts. Again, in contrast to Facebook, Google and Twitter, Telegram's founder Pavel Durov runs his company in relative secrecy from Dubai. Perpetrators of such fraud use various marketing techniques to attract subscribers on their social media channels. He floated the idea of restricting the use of Telegram in Ukraine and Russia, a suggestion that was met with fierce opposition from users. Shortly after, Durov backed off the idea.
