إن الرقابة الشديدة لا تعصم من الخطايا وإن فعلت، فالنفس لم تزل تتجنب الخطأ بدوافع الخوف لا بدوافع قيمية، وكذلك الحث على قوة الضمير وتعضيد الرقابة الذاتية وحدها لاتكفي، فالإنسان أضعف من أن يصمد بضميره فقط أمام كل الملهيات والملذات.
الحل فى الاتزان المتناسق بينهما حتي يخرج إنسانا موزونا من داخله حيث قوي الخير أكبر بكير من قوي الشر، ثم إنه بحكم بفطرته التي فطرنا الله عليها يحتاج إلي غيره ليتغلب علي نزواته وينطلق إلي الكمال.
وإن كان هذا هو منهج الإسلام فى بناء الشخصية السوية من قبل المربي، فإنه يمكن إسقاطه بشكل أعم، ليكون منهج الإسلام فى بناء المجتمع السوي من قبل المنظومة الحاكمة، عن طريق تفعيل القوانين والتشريعات باتزان وتناسق وتوازي مع بناء حالة الوعي الجماعي والضمير الحاكم والعرف النبيل.
