Founder Pavel Durov says tech is meant to set you free Since its launch in 2013, Telegram has grown from a simple messaging app to a broadcast network. The page is rife with disinformation, according to The Atlantic Council's Digital Forensic Research Lab, which studies digital extremism and published a report examining the channel.
