Вообще-то и сейчас определено право общественных инспекторов и волонтёров на посещение этих учреждений, проведение там фото- и видеосъемки, применение средств аудиозаписи. Однако владельцы приютов далеко не всегда содействуют общественному контролю за своими учреждениями.

Andrey, a Russian entrepreneur living in Brazil who, fearing retaliation, asked that NPR not use his last name, said Telegram has become one of the few places Russians can access independent news about the war.
