Основанием стали материалы проверки обстоятельств заключения госконтрактов, проведенной прокуратурой, ФСБ и ФАС. Она установила, что должностные лица минпромторга предоставили коммерческой фирме конфиденциальные сведения о планируемых закупках, условиях госконтрактов, их цене и сроках.
