В заявлении говорится о «значительном ухудшении доступа» к YouTube при использовании Wi-Fi — тогда как на сотовых сетях проблемы незначительны. В ассоциации отмечает, что «неравномерное замедление» спровоцировало кратный рост жалоб пользователей на качество услуг операторов, а последние в результате теряют своих клиентов.
По мнению «Ростелесетей», Роскомназдозор не имеет права замедлять сервис, поскольку эта мера не предусмотрена законодательством, а YouTube в стране не запрещен.
