Использовать пейджеры для связи вместо телефонов члены «Хизбаллы» начали несколько лет назад — тогда лидер движения Хасан Насралла призывал «закопать» их или «убрать в железный ящик».
По данным источников NYT, еще до полного отказа боевиков от сотовой связи израильская разведка создала в Венгрии подставную компанию BAC Consulting, а также две компании для прикрытия ее деятельности.
Среди клиентов компании были и люди, не связанные с «Хизбаллой» — пейджеры для организации изготовлялись отдельно и содержали батареи со взрывчатым веществом PETN.
Было установлено, что взорвавшиеся устройства закупались у тайваньской компании Gold Apollo. Компания выпустила заявление о том, что пейджеры были произведены BAC Consulting, имевшей лицензию на производство устройств от самой Gold Apollo.
