Изменения законодательства коснулись правил заключения договоров об оказании услуг подвижной радиотелефонной связи с иностранными гражданами и лицами без гражданства.
Они предусмотрены Федеральным законом от 08.08.2024 № 303-ФЗ «О внесении изменений в Федеральный закон «О связи» и отдельные законодательные акты Российской Федерации».

Right now, as Wired reports, the app is a key way for Ukrainians to receive updates from the government during the invasion.
