В пояснительной записке сказано, что принятие проекта "позволит существенно повысить ответственность граждан за исполнение обязанностей по воинскому учету".
Сейчас за несообщение сведений о переезде на новое место, не подтвержденное регистрацией, штрафуют на 1–5 тысяч рублей.
