Telegram does offer end-to-end encrypted communications through Secret Chats, but this is not the default setting. Perpetrators of such fraud use various marketing techniques to attract subscribers on their social media channels. There's also an English-language website, which states it is owned by the people who run the Telegram channels. To lend credence and to lure unsuspecting victims, perpetrators usually claim that their entity and/or the investment schemes are approved by financial authorities.
