В указе также говорится, что населению Нагорного Карабаха нужно «ознакомиться с условиями реинтеграции, представленными Азербайджанской Республикой, с целью принятия в дальнейшем самостоятельного и индивидуального решения о возможности пребывания (возвращения) в Нагорном Карабахе».
