Конкурсный отбор проводит агентство по взысканию активов АРМА. До 3 мая участники должны представить программы управления активом, включая прогноз ежемесячного дохода и поступлений в госбюджет. Если по факту доход окажется ниже, управляющий будет возмещать казне недостачу из собственных средств.
Ранее 25% уставного капитала КВСЗ (21,5 млн грн) принадлежали российскому бизнесмену Станиславу Гамзалову через австрийскую OW Capital Management и были судом переданы АРМА в июле-2022. Поводами для уголовного преследования были указаны гражданство акционера, а также закупка комплектующих в России по завышенным ценам при наличии более дешевых украинских (в 2021 году КВСЗ, напротив,отмечал их отсутствие).
О планах участия в конкурсе ранее заявлял национальный перевозчик «Укрзализныця». При этом на 1 марта 2023-го года он еще не погасил долг перед КВСЗ по контракту на поставку 100 вагонов за 3 млрд грн.

Back in the day, Secret Chats received some praise from the EFF, but the fact that its standard system isn’t as secure earned it some criticism. If you’re looking for something that is considered more reliable by privacy advocates, then Signal is the EFF’s preferred platform, although that too is not without some caveats.
