Во вторник, 12 ноября, временная следственная комиссия по защите прав военнослужащих представила отчет, в котором предложила расформировать ТЦК. Вместо них предлагают создать рекрутинговые центры, где будут работать, в частности, гражданские люди. Народный депутат Верховной рады Юрий Камельчук (пропрезидентская партия «Слуга народа») заявил, что ТЦК не справляются со своими задачами.
«ТЦК не справились с задачей мобилизации, их нужно расформировать. Они неэффективно выполняют свою работу и давно. Они своими действиями срывают мобилизацию, потому что большинство людей прячется, идут в СОЧ (самовольное оставление части), это нечеловеческое отношение».
