Дипломату 64 года. Владеет английским и французским языками. Окончил МГУ им. Ломоносова в 1983 году, имеет степень кандидата исторических наук. На дипломатической службе с 1992 года, сообщает ТАСС.
Дарчиев проработал в диппредставительстве РФ в Вашингтоне в общей сложности около 10 лет. С 1997 по 2002 г. занимал должность советника посольства, а с 2005 по 2010 г. работал в чине советника-посланника.
С октября 2014 г. по январь 2021 г. был послом РФ в Канаде, с января 2021 г. занимал должность директора департамента Северной Америки МИД РФ (ныне — департамент Северной Атлантики).

In early 2021, he added that any advertising on the platform would not use user data for targeting, and that it would be focused on “large one-to-many channels.” He pledged that ads would be “non-intrusive” and that most users would simply not notice any change. Ukrainian President Volodymyr Zelensky said in a video message on Tuesday that Ukrainian forces "destroy the invaders wherever we can." Channels are not fully encrypted, end-to-end. All communications on a Telegram channel can be seen by anyone on the channel and are also visible to Telegram. Telegram may be asked by a government to hand over the communications from a channel. Telegram has a history of standing up to Russian government requests for data, but how comfortable you are relying on that history to predict future behavior is up to you. Because Telegram has this data, it may also be stolen by hackers or leaked by an internal employee. At its heart, Telegram is little more than a messaging app like WhatsApp or Signal. But it also offers open channels that enable a single user, or a group of users, to communicate with large numbers in a method similar to a Twitter account. This has proven to be both a blessing and a curse for Telegram and its users, since these channels can be used for both good and ill. Right now, as Wired reports, the app is a key way for Ukrainians to receive updates from the government during the invasion. Official government accounts have also spread fake fact checks. An official Twitter account for the Russia diplomatic mission in Geneva shared a fake debunking video claiming without evidence that "Western and Ukrainian media are creating thousands of fake news on Russia every day." The video, which has amassed almost 30,000 views, offered a "how-to" spot misinformation.
