And this seems like an excuse to kick the can further down the road still and not do too much too soon." Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. The Securities and Exchange Board of India (Sebi) had carried out a similar exercise in 2017 in a matter related to circulation of messages through WhatsApp. He adds: "Telegram has become my primary news source." Telegram, which does little policing of its content, has also became a hub for Russian propaganda and misinformation. Many pro-Kremlin channels have become popular, alongside accounts of journalists and other independent observers.
