На очередном ежегодном заседании Совета АНО "ПИР-Центр" выступил с программой развития нашей организации на 2025-2026 годы. Совет принял мои предложения по реформированию структуры ПИР-Центра. Изменения вступают в силу уже 2 декабря. Реформирование позволит повысить эффективность нашей организации, быстрее реагировать на задачи текущего момента.

Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. Given the pro-privacy stance of the platform, it’s taken as a given that it’ll be used for a number of reasons, not all of them good. And Telegram has been attached to a fair few scandals related to terrorism, sexual exploitation and crime. Back in 2015, Vox described Telegram as “ISIS’ app of choice,” saying that the platform’s real use is the ability to use channels to distribute material to large groups at once. Telegram has acted to remove public channels affiliated with terrorism, but Pavel Durov reiterated that he had no business snooping on private conversations. But the Ukraine Crisis Media Center's Tsekhanovska points out that communications are often down in zones most affected by the war, making this sort of cross-referencing a luxury many cannot afford. As the war in Ukraine rages, the messaging app Telegram has emerged as the go-to place for unfiltered live war updates for both Ukrainian refugees and increasingly isolated Russians alike. He said that since his platform does not have the capacity to check all channels, it may restrict some in Russia and Ukraine "for the duration of the conflict," but then reversed course hours later after many users complained that Telegram was an important source of information.
