Маловероятно, что речь идет о преференциях местным против понаехавших - местные тоже не слишком умеют ставить знаки препинания, выделяя запятыми деепричастные обороты. Ладно еще (если уж настолько нужно общий курс) сделали бы литературу (от нее пользы больше). Или математику (без тригонометрии, конечно) - вот и Медведев за нее сегодня заступился. Вы сейчас что-нибудь скажете про то, что это дисциплинирует мозг и создавать какие-нибудь нейронные цепочки. Но вокруг нас масса людей пишет с ошибками - более способных, успешных и симпатичных, чем мы. Зачем лишать таких шанса?

In view of this, the regulator has cautioned investors not to rely on such investment tips / advice received through social media platforms.
