Разработкой документазаймётся региональное министерство природных ресурсов и экологии. К подготовке закона подключатся надзорные органы, депутаты Законодательного Собрания, Иркутский институт законодательства и правовой информации им. М.М.Сперанского.
Законопроект должен урегулировать экономические и финансовые вопросы, четко определить полномочия, которые будут возложены на региональные надзорные органы с точки зрения организации контроля.
Помимо этого, на территориях городов региона активно реализуется федеральный проект «Чистый воздух». Так, с 2019 года на мероприятия по снижению выбросов загрязняющих веществ правительством Иркутской области и муниципалитетом было выделено около 540 млн рублей.
