Meanwhile, the company which owns Telegram is registered in the British Virgin Islands. Although some channels have been removed, the curation process is considered opaque and insufficient by analysts. Just days after Russia invaded Ukraine, Durov wrote that Telegram was "increasingly becoming a source of unverified information," and he worried about the app being used to "incite ethnic hatred." For Oleksandra Tsekhanovska, head of the Hybrid Warfare Analytical Group at the Kyiv-based Ukraine Crisis Media Center, the effects are both near- and far-reaching. "Your messages about the movement of the enemy through the official chatbot … bring new trophies every day," the government agency tweeted.
