1. Их делает глава Москвы, которая в той самой «региональной России» воспринимается не иначе как «государство в государстве»
2. Их делает мудрый и расчетливый политик (один из двух глав регионов, у которого вообще есть позиционирование (несмотря на то, что этот термин за последние годы существенно извратили вместе с рядом других профессиональных терминов)).
Вот только зачем и для чего это понадобилось Собянину? Наблюдаем.
