Правительство Иркутской области просит Минэнерго обеспечить вывоз угля на экспорт в восточном направлении в объеме "не ниже предыдущих лет" - 3,3 млн тонн. Кроме того, предлагается снизить железнодорожные тарифы.
Не выйдет.
Решение по квотам политическое и окончательное. РЖД смогли убедить правительство: перевозки по БАМу и Транссибу обеспечивают более 30% доходов монополии, при этом 60% провозных мощностей занято углем, хотя доходность перевозок неугольных грузов в 1,8 раза выше.
Что касается тарифов, инвестпрограмма РЖД уже сократилась на треть. Поэтому о скидках можно забыть. Только прямое субсидирование из бюджета, о чем Минтранс и Минэнерго просят совместно.
