По закону пени за неоплату коммунальных услуг населению начисляются с 31 по 90 день просрочки платежа в размере 1/300 ставки рефинансирования ЦБ РФ за каждый день просрочки, с 91 дня размер пени поднимается до 1/130 ставки рефинансирования.
