Штрафы для нарушителей - это смешно! Они должны четко понимать: выдал поддельный документ - в тюрьму. Ну а самих мигрантов за выявленные купленные сертификаты тоже можно наказывать в рамках российского законодательства: штраф, депортация и закрытие въезда, даже если он сменил фамилию.
