Это значит:
Будет запрещен тип лицензий для звонков через интернет, которые могут быть показаны как обычные звонки с городского или мобильного телефона. То есть теперь мошенникам будет труднее использовать популярную схему подменой номера, представляясь сотрудником банка или ведомства.
Для большинства добросовестных операторов по сути ничего не изменится.
