Турция заявляет, что неукоснительно соблюдает Конвенцию Монтрё, регулирующую судоходство в черноморских проливах, и на основе ее 19-й статьи закрыла зону проливов (Босфор и Дарданеллы) для прохода военных кораблей стран — участниц конфликта и неприбрежных стран, чтобы не допустить роста напряженности в бассейне Черного моря.
