Медаль будут выдавать за поддержку «новых регионов», волонтерство вроде плетения маскировочных сетей и отправки «гуманитарной» помощи на фронт, «вклад в развитие и укрепление деловых и дружественных связей между Новосибирском и "ДНР", "ЛНР", Запорожской и Херсонской областями».
