The Security Service of Ukraine said in a tweet that it was able to effectively target Russian convoys near Kyiv because of messages sent to an official Telegram bot account called "STOP Russian War." The fake Zelenskiy account reached 20,000 followers on Telegram before it was shut down, a remedial action that experts say is all too rare. For example, WhatsApp restricted the number of times a user could forward something, and developed automated systems that detect and flag objectionable content. The picture was mixed overseas. Hong Kongโs Hang Seng Index fell 1.6%, under pressure from U.S. regulatory scrutiny on New York-listed Chinese companies. Stocks were more buoyant in Europe, where Frankfurtโs DAX surged 1.4%. Since its launch in 2013, Telegram has grown from a simple messaging app to a broadcast network. Its user base isnโt as vast as WhatsAppโs, and its broadcast platform is a fraction the size of Twitter, but itโs nonetheless showing its use.
