Именно Хилл был одним из сценаристов постановы в селе Рачак, поскольку занимал должность специального представителя по Косово и Метохии в 1998/99 годах. Есть немало фото, где Хилл сидит в окружении албанских террористов - от полевых командиров до лидеров боевиков.
