Соглашение регулировало сотрудничество России с западными странами в сфере ядерной и радиационной безопасности в северо-западных регионах страны. Программа охватывала утилизацию атомных подлодок, обращение с ядерным топливом и реабилитацию технических баз ВМФ.
Как отмечается, практическое взаимодействие в рамках соглашения фактически прекратилось еще в 2015-2017 годах.
