Отдельный вопрос, который хотела бы поднять - это привлекаемые проектные организации. Почему у нас на ключевых объектах национальных проектов набивают себе руку непойми какие организации без минимального опыта по профилю?
Ошибки на стадии проектирования влекут за собой и срыв сроков, и огромные затраты. Мы же не выставляем на чемпионат мира по фигурному катанию человека, которые впервые на коньки встал, логично? А почему с нацпроектами так можно? Какие критерии отбора? Наличие карандашей?
