Telegram was founded in 2013 by two Russian brothers, Nikolai and Pavel Durov. "The argument from Telegram is, 'You should trust us because we tell you that we're trustworthy,'" Maréchal said. Meanwhile, the company which owns Telegram is registered in the British Virgin Islands. Russian President Vladimir Putin launched Russia's invasion of Ukraine in the early-morning hours of February 24, targeting several key cities with military strikes. In 2018, Russia banned Telegram although it reversed the prohibition two years later.
