Потому что в противном случае, мы получим только красивую справку на имя Путина, что МВД "укрепилось", "окопалось" и забаррикадировалось среди гор справок, отчетов и протоколов совещаний...
Честно говоря, вопрос миграционной политики, я свалил бы с МВД на губернаторов, а МВД бы поручил обеспечивать исполнение регионального законодательства в данной сфере.
