Возглавляет рейтинг по-прежнему Тамбовская область, которая, по мнению экспертов «Зеленого патруля», является бессменным лидером с 2011г. В первой пятерке также Белгородская область, Республика Алтай, Курская область и Москва. Среди худших регионов, по версии общественников, Омская, Иркутская и Свердловская области, а также Забайкалье и Красноярский край.
