Депутат также напомнил, что каждый депутат является субъектом законодательной инициативы, для её разработки и внесения не требуется согласование с фракцией.
По словам Свинцова, фракция выступила против его идеи потому, что считает, что для решения проблемы с алкоголизацией населения необходим целый комплекс мер. «Я с фракцией абсолютно согласен, будем дорабатывать», – заявил Свинцов.
