После окончания ЧГУ им. И.Н. Ульянова в 2009 году он прошел профессиональную переподготовку в Волго-Вятской академии государственной службы по специальности «Государственное и муниципальное управление».
Трудовой путь Владимир Михайлович начал с 2007 года в администрации Урмарского района, а с 2011 года продолжил работу в Минстрое Чувашии. С февраля 2016 года он занимал должность заместителя министра, а с августа 2018 года — первого заместителя министра.
