Студентки или семьи из двух студентов могут получить выплату, если учатся в вузе или колледже на очной форме обучения, постоянно живут в Челябинской области и им меньше 24 лет. Выплата единоразовая и выдается не менее чем через 3 месяца после рождения первенца. Деньги можно потратить на покупку или аренду жилья, получение первого образования, то есть оплату учебы, а также на медицинские услуги для родителей и детей или оплату садика для ребенка.
По замыслу властей, новый закон должен поспособствовать повышению рождаемости среди молодых людей.
