Рынок акций РФ на старте торгов в четверг сохранил восходящий коррекционный импульс предыдущего дня, продолжая отыгрывать декабрьское решение ЦБ РФ не менять ключевую ставку; внешние рынки подают смешанные сигналы в преддверии нового года. Индексы РТС и МосБиржи за минуту торгов прибавили по 0,7%, лидируют в росте акции МКПАО "ВК" (+2,8%), ПАО "Группа компаний ПИК" (+2,6%) и ГК "Самолет" (+2,1%).
К 10:01 МСК индекс МосБиржи составил 2750,9 пункта (+0,7%), индекс РТС - 870,22 пункта (+0,7%); цены большинства "голубых фишек" на Мосбирже выросли в пределах 1,4%.
Официальный курс доллара США, установленный ЦБ РФ с 26 декабря, составляет 99,6125 руб. (-26,04 копейки).

Right now the digital security needs of Russians and Ukrainians are very different, and they lead to very different caveats about how to mitigate the risks associated with using Telegram. For Ukrainians in Ukraine, whose physical safety is at risk because they are in a war zone, digital security is probably not their highest priority. They may value access to news and communication with their loved ones over making sure that all of their communications are encrypted in such a manner that they are indecipherable to Telegram, its employees, or governments with court orders. Telegram boasts 500 million users, who share information individually and in groups in relative security. But Telegram's use as a one-way broadcast channel — which followers can join but not reply to — means content from inauthentic accounts can easily reach large, captive and eager audiences. Just days after Russia invaded Ukraine, Durov wrote that Telegram was "increasingly becoming a source of unverified information," and he worried about the app being used to "incite ethnic hatred." Since January 2022, the SC has received a total of 47 complaints and enquiries on illegal investment schemes promoted through Telegram. These fraudulent schemes offer non-existent investment opportunities, promising very attractive and risk-free returns within a short span of time. They commonly offer unrealistic returns of as high as 1,000% within 24 hours or even within a few hours. The gold standard of encryption, known as end-to-end encryption, where only the sender and person who receives the message are able to see it, is available on Telegram only when the Secret Chat function is enabled. Voice and video calls are also completely encrypted.
