در ادامه واکنش‌های بین‌المللی بە اعتراضات ضد حکومتی گستردە و جاری در ایران، روز جمعە ٢٢ مهر، جوزپ بورل، مسئول سیاست خارجی اتحادیه اروپا، در یک تماسی تلفنی با حسین امیرعبداللهیان، وزیر خارجه جمهوری اسلامی، سرکوب اعتراضات در ایران را به شدت محکوم کرد.
بورل در توییتر خود این خبر را اعلام کردە و نوشتە است: "سرکوب خشونت‌آمیز باید بلافاصله متوقف شود."
اتحادیه اروپا پیشتر در واکنش به سرکوب خشن و قهرآمیز معترضان به مرگ مهسا امینی روز چهارشنبه ٢٠ مهر (۱۲ اکتبر) در مورد اعمال تحریم علیه جمهوری اسلامی به توافق رسیدە بود.
هنوز جزئیات بیشتری در مورد این تحریم‌ها منتشر نشدە است، اما گفتە شدە کە این تحریم‌ها در نشست روز دوشنبه وزیران خارجه اتحادیه اروپا در لوگزامبورک رسمی می‌شود.

Individual messages can be fully encrypted. But the user has to turn on that function. It's not automatic, as it is on Signal and WhatsApp. The Securities and Exchange Board of India (Sebi) had carried out a similar exercise in 2017 in a matter related to circulation of messages through WhatsApp. Telegram has become more interventionist over time, and has steadily increased its efforts to shut down these accounts. But this has also meant that the company has also engaged with lawmakers more generally, although it maintains that it doesn’t do so willingly. For instance, in September 2021, Telegram reportedly blocked a chat bot in support of (Putin critic) Alexei Navalny during Russia’s most recent parliamentary elections. Pavel Durov was quoted at the time saying that the company was obliged to follow a “legitimate” law of the land. He added that as Apple and Google both follow the law, to violate it would give both platforms a reason to boot the messenger from its stores. Elsewhere, version 8.6 of Telegram integrates the in-app camera option into the gallery, while a new navigation bar gives quick access to photos, files, location sharing, and more. One thing that Telegram now offers to all users is the ability to “disappear” messages or set remote deletion deadlines. That enables users to have much more control over how long people can access what you’re sending them. Given that Russian law enforcement officials are reportedly (via Insider) stopping people in the street and demanding to read their text messages, this could be vital to protect individuals from reprisals.
