📄 Минфин России разъяснил новые единые правила в сфере закупок

С 1 января 2025 г. вступило в силу постановление Правительства № 1875, которое утверждает новые единые правила в сфере закупок. Постановление заменяет ряд утративших силу подзаконных актов, содержавших различные правила предоставления национального режима в отношении разных видов товаров по Законам № 44-ФЗ и 223-ФЗ.

📌 Основные положения постановления Минфин России разъяснил участникам контрактной системы сферы закупок в информационном письме. Письмо содержит позицию Министерства по основным вопросам о:

▶️круге заказчиков, на которых распространяется постановление;
▶️группах товаров, работ и услуг;
▶️способах закупки;
▶️механизмах применения защитной меры в виде преимущества;
▶️допустимости «смешанной» закупки, включающей товары, работы, услуги, на которые распространяются разные виды защитных мер;
▶️применении особенностей определения начальной (максимальной) цены при закупке товара, в отношении которого применяется защитная мера виде запрета и ограничения;
▶️переходном периоде.

Messages are not fully encrypted by default. That means the company could, in theory, access the content of the messages, or be forced to hand over the data at the request of a government. Telegram has become more interventionist over time, and has steadily increased its efforts to shut down these accounts. But this has also meant that the company has also engaged with lawmakers more generally, although it maintains that it doesn’t do so willingly. For instance, in September 2021, Telegram reportedly blocked a chat bot in support of (Putin critic) Alexei Navalny during Russia’s most recent parliamentary elections. Pavel Durov was quoted at the time saying that the company was obliged to follow a “legitimate” law of the land. He added that as Apple and Google both follow the law, to violate it would give both platforms a reason to boot the messenger from its stores. In addition, Telegram's architecture limits the ability to slow the spread of false information: the lack of a central public feed, and the fact that comments are easily disabled in channels, reduce the space for public pushback. The Dow Jones Industrial Average fell 230 points, or 0.7%. Meanwhile, the S&P 500 and the Nasdaq Composite dropped 1.3% and 2.2%, respectively. All three indexes began the day with gains before selling off. Telegram has gained a reputation as the “secure” communications app in the post-Soviet states, but whenever you make choices about your digital security, it’s important to start by asking yourself, “What exactly am I securing? And who am I securing it from?” These questions should inform your decisions about whether you are using the right tool or platform for your digital security needs. Telegram is certainly not the most secure messaging app on the market right now. Its security model requires users to place a great deal of trust in Telegram’s ability to protect user data. For some users, this may be good enough for now. For others, it may be wiser to move to a different platform for certain kinds of high-risk communications.
