Как отмечается в документе, газ, официально поступающий из Франции и Бельгии, частично состоит из российского СПГ. Это позволяет странам заявлять об отсутствии ответственности за растущий спрос на российский энергоноситель, при этом фактически «обеливая» его происхождение.
